Marks Point Belmont South Foreshore Management Plan
The upcoming Marks Point and Belmont South Foreshore Management Plan focuses on erosion, inundation and public access along the foreshore at Marks Point and Belmont South and considers the impacts of rising lake levels. This plan is part of the implementation of the Marks Point Belmont South Local Adaptation Plan (LAP). We are reviewing concept designs for mitigation actions and preparing the draft Plan. It will be available for public review later this year.
The LAP implementation
Lake Macquarie City Council is now working to implement the adopted Local Adaption Plan for Marks Point and Belmont South. The plan will allow people to live and build in these areas, as sea and lake levels continue to rise.
We are working alongside local residents, community and stakeholders to implement the local plan. Council recently passed changes to development controls, including building heights, filling and adaptable housing. View the plan below.
About the Plan
Constructing sloping sea walls to protect the foreshore, raising and improving the design of infrastructure such as drains and roads, constructing new buildings with floor levels above projected flood levels and raising homes if required form the main actions in the plan.
The plan also recognises that retreat is not warranted in Marks Point and Belmont South and the adaptive approach outlined in the plan means that we plan for the worst and only act when necessary.
While the actions proposed in the plan will be spread over many years, up to the end of the Century, a more detailed 10-year action plan sets out specific tasks to apply new design standards to new buildings and infrastructure, review planning and development controls, and coordinate land filling with the raising of drains and roads.

Council adopted the Marks Point and Belmont South Local Adaptation Plan on Monday 14 March 2016. Given the community was heavily involved in preparing the Plan, we are seeking your feedback on how you might like to stay involved as the Plan is implemented over time.
The adaptive approach outlined in the draft Plan means that we plan for the worst but only act when necessary. In
other words, actions to manage flooding and tidal inundation will be spread
over many years, up to the end of the Century. These actions are triggered and guided by changes
in lake levels or when infrastructure and buildings are redeveloped.
Six core management actions form the basis of an adaptation
strategy to the end of the Century.
A more detailed 10-year action plan sets out specific tasks
to apply new design standards to new buildings and infrastructure, review
planning and development controls, and coordinate land filling with the raising
of drains and roads. Pages 21-31 of the draft Plan provide more information on the timing of actions over the next ten years.

Five core actions are proposed to protect Marks Point and Belmont South from flooding and tidal inundation and make them 'adapted communities'. They are explained in the fourth Planning for Future Flood Risks community newsletter which includes information on the timing of actions.
In April 2014 residents formed a Community Working Group to collaborate with Council to assess all the possible actions suggested by the community to reduce the risk of current and future flooding and tidal inundation in Marks Point and Belmont South resulting from rising lake levels. Each of the 39 proposed actions were assessed using four simple “show-stopper” criteria:
After 12 meetings, 22 actions were identified that met these criteria. Five actions form the basis of a strategy that will protect Marks Point and Belmont South from future flooding and rising lake levels. Together, all 22 actions will form the Marks Point and Belmont South Local Adaptation Plan.

provide certainty about future development in Marks Point and Belmont South; and
Share your experiences, concerns, and suggestions about local drainage, lake flooding and future lake level rise in Marks Point and Belmont South. Your information will be included on this website and will help create a Marks Point – Belmont South Local Adaptation Plan that works for all of us.
