North Creek Flood Risk Management Study and Plan

You’re invited to make a submission on the Flood Risk Management Study and Plan for the North Creek floodplain area which includes Warners Bay, Lakelands and part of Speers Point by 24 November 2025.

A Flood Risk Management Study and Plan is part of a process Council uses to understand and manage flood risks in the local catchment area:

  • The study investigates methods to manage current, future and residual flood risks and explores ways to reduce them.
  • The plan outlines the recommended options to manage for the management of flood risk into the future. The options are assessed to determine which ones may be feasible and result in benefits to the community.

Study area and background

In NSW, Local Government is responsible for managing flood prone land by following the process in the NSW Flood Prone Land Policy. This aims to reduce the impacts of flooding and flood liability on communities, reduce the private and public losses resulting from floods and increase community resilience to floods.

The process has four steps:

  1. Data collection
  2. Flood study
  3. Flood risk management study
  4. Flood risk management plan.

Council worked with consultant WMAwater to prepare a the North Creek Flood Study (adopted by Council in March 2025), which completed the first and second steps of the process.

We are continuing to work with WMAwater to deliver this draft Flood Risk Management Study and Plan, the third and fourth steps of above process.

In Lake Macquarie City, there are 10 major catchments feeding into the lake and Council has adopted flood studies and flood risk management plans for all of the major catchments and most of the minor catchments.
