Thank you to everyone who provided feedback to help shape our Disability Inclusion Action Plan. At its meeting on Monday 24 August 2026, Council will consider a report recommending adoption of the plan. You can view this report on page 146 of our Council meeting agenda.
Our draft Disability Inclusion Action Plan (DIAP) 2026–2030 is a four-year strategy outlining how Council will improve access, participation and inclusion for people living with disability across services, infrastructure employment and decision-making.
About 15,388 people in Lake Macquarie (7.27% of the population) require assistance with core daily activities, well above the NSW average of 5.75%. This highlights that disability inclusion is a significant and growing priority for the community.
The draft plan focuses on building a safer and more inclusive community, where people living with disability, along with their families and carers, can fully participate in all aspects of community life. It sets a clear direction for improving access and inclusion across Lake Macquarie, while ensuring Council services are accessible to everyone.
A key priority of the plan is recognising the value of lived experience, ensuring that programs, services and infrastructure are shaped by the voices of people living with disability so they better reflect real community needs.
The draft DIAP has been developed in line with the Disability Inclusion Act 2014 and the NSW Disability Inclusion Action Planning Guidelines, ensuring Council meets legislative requirements while responding to local priorities.

A Disability Inclusion Action Plan is a strategic plan that outlines how Council will improve accessibility and inclusion for people with disability in our community, by reducing or removing barriers. It also encourages the broader community to recognise their role in creating a safer, more welcoming and inclusive environment for everyone.
It outlines Council’s commitment to supporting people with disability and includes practical steps to improve accessibility and inclusion for people with disabilities in our communities.
The plan focuses on four key areas: developing positive attitudes and behaviours towards people with disability, creating liveable and accessible environments, supporting meaningful employment opportunities, and improving access to information and services.
People with lived experience, community groups, service providers, internal stakeholders, government organisations and community members had the opportunity to share their experiences, ideas and priorities during the development of the Disability Inclusion Action Plan.

Feedback may result in changes being made to the draft Disability Inclusion Action Plan to a report being prepared for Council.
